Change and the Localism Agenda

By the time we get together in Southampton, the Localism Bill should have been passed and we will most likely be looking at a very different landscape for local government from that we have known for the last few years. We will undoubtedly have to change some of the ways we are working to accommodate the Act’s provisions and this is where we can show that we really can play a leading role in helping these changes come about in a way that works for our individual authorities.

The first day will look at various elements of the Localism Act/Bill and I am delighted to say that we will have Sir Bob Kerslake as our key note speaker. The second will be looking at some of the changes that will be affecting us as individuals. Also, for the first time this year, the afternoon of the second day is to be opened up to non-ACSeS members of the SLG. By doing this it will enable them to share in the last session which will look at what it is that chief executives want from their lawyers and help them to develop themselves.

As well as welcoming you to the annual forum I would also like to welcome you to Hampshire. It is a large county with a vast range of attractions and things to do from fly fishing in the world renowned River Test to visiting HMS Victory in Portsmouth to superb shopping in and cruising from Southampton.

I would also like to take this opportunity to give heartfelt thanks to Test Valley Borough Council for giving me the opportunity to take on the ACSeS Presidency, to ACSeS members for electing me to the position and for their valuable support and assistance throughout the year. I also thank the Conference Support Group who have willingly worked hard to make this forum happen and to be the success I am sure it will be. Finally I would like to thank all our sponsors for continuing to help and support us.

So, let us celebrate the best in local government and enjoy the Annual Forum at the Grand Harbour Hotel in Southampton.
